DATA ADVANTAGE
No commercial platform in Algeria connects brine ion chemistry to pipeline wall-loss prediction with field-specific parameterization. Aramco deployed CorrosionRADAR in Saudi Arabia (Feb 2026). Sonatrach has 22,000 km at up to 300 g/L brine — the most corrosive oilfield environment in North Africa. DATA Corrosion Monitor uses Brine Intel Feed data already collected, adding zero incremental data cost. ◆ ABOUT DATA — DIGITAL ALGERIA TECHNOLOGY ALLIANCE
MISSION STATEMENT
Digital Algeria Technology Alliance (DATA) is building the digital commercialization layer between energy infrastructure, industrial water systems, and advanced U.S. technology transfer for emerging energy markets.
What DATA Does
The Commercialization Layer
DATA occupies the critical gap between U.S. national laboratory research — the world's most advanced publicly-funded water and energy science — and the operational deployment needs of emerging market energy producers like Sonatrach.

DATA does not manufacture equipment. DATA does not conduct research. DATA translates, integrates, and deploys — taking DOE/NAWI technologies from lab to field, structuring the licensing agreements, managing the partner ecosystem, and delivering the digital intelligence layer that makes it all measurable and accountable.
Why Algeria. Why Now.
A Convergence of Three Triggers
Three events converged in April–May 2026 to create a time-bounded market window:

1. ALNAFT Bid Round 2026 — Seven exploration blocks open to international competition. Water management plans required with every bid. Deadline: November 26, 2026.

2. US-Algeria Bilateral Signal — Deputy Secretary of State Landau visited Algiers April 29, 2026. Official communiqué endorsed energy-water technology transfer as a bilateral priority.

3. Sonatrach's $60B Expansion — Algeria's national oil company has committed $60B in capex through 2030, with 80% directed to upstream E&P — every barrel of which generates produced water requiring advanced treatment.
The Four Pillars of DATA's Model
Integration Architecture
01
Technology Access — DOE Lab Partnering Service, NAWI consortium, CRADA agreements. DATA holds North Africa commercialization rights.
02
Field Deployment — In-country engineering, modular system integration, local manufacturing partnerships with AEC, ENAC, and GCB/Cosider — Sonatrach's three gatekeeper subsidiaries.
03
Digital Intelligence — DATA WIPS platform: basin monitoring, compliance tracking, technoeconomic modeling, AI-powered report generation. Fills the confirmed IoT vacuum that Siemens and Schneider Electric cannot fill with generic industrial software.
04
51/49 Navigation — DATA serves both Sonatrach (51%) as enterprise intelligence client and every IOC partner (49%) needing water management plans, DOE technology access, and local content scoring support for ALNAFT bid qualification.
DATA WIPs — Product Architecture
What This Platform Is
DATA WIPs (Water Intelligence Platform) is DATA's digital delivery vehicle — the Bloomberg Terminal for produced water management in the Algeria energy sector.

It serves three user types simultaneously:
Sonatrach — National basin intelligence, regulatory compliance tracking, technology roadmap
IOCs & Contractors — Bid round water plan generation, ALNAFT compliance, DOE technology selection
Investors & Partners — ESG metrics, technoeconomic models, market intelligence for Algeria energy water sector

ABOUT THE NSAS — NATIONAL SAHARAN AQUIFER SYSTEM
The NSAS is one of the largest fossil water reserves on Earth — approximately 60,000 km³ of non-renewable groundwater underlying Algeria, Libya, and Tunisia. It is the water source for millions of people and for Algeria's Saharan agricultural sector. The 1992 joint management agreement between Algeria, Libya, and Tunisia governs NSAS exploitation — and any contamination event creates a diplomatic incident, not merely a regulatory one. The DATA Terminal's NSAS Aquifer Protection Layer is the only commercial platform that provides real-time proximity risk monitoring for Sonatrach's reinjection operations against NSAS formation boundaries — a capability that no existing SLB, Baker Hughes, Siemens, or Schneider platform provides.

KEY INSIGHT — WHAT NO OTHER PLATFORM HAS SHOWN SONATRACH
Sonatrach's produced water management operations — specifically reinjection pump energy consumption and surface handling emissions — contribute measurably to each field's methane intensity score under the EU Methane Regulation. Deploying DOE water treatment technology reduces that contribution simultaneously with reducing disposal costs — turning a regulatory compliance problem into a market access advantage. The DATA Terminal is the only platform that has calculated this connection.

⬡ OGMP 2.0 Methane Report Generator
Generate an OGMP 2.0-aligned methane intensity report for EU gas buyer submission, showing produced water operations contribution before and after DATA Terminal deployment.
WHY THIS MATTERS FOR SONATRACH'S EU REVENUE
Sonatrach's European gas export revenue exceeds $4 billion per year through TransMed (Italy) and Medgaz (Spain). From 2027, the EU Methane Regulation requires every upstream exporter to provide asset-level OGMP 2.0 format MRV documentation as a condition of market access.
Gas that cannot be verified as meeting EU methane intensity thresholds faces import restrictions. Sonatrach's produced water operations — reinjection pump energy, surface handling fugitive emissions — contribute an average of 0.047% to field methane intensity scores.
Deploying DATA Terminal's DOE water treatment reduces that contribution by 34–39% per field — simultaneously cutting disposal costs and protecting EU market access. No other platform has connected these two facts for Sonatrach.

THE REVENUE TRANSFORMATION — WHAT THIS MODULE REVEALS
The brine Sonatrach currently pays $1.82/bbl to dispose of at Hassi Messaoud contains commercially significant concentrations of lithium, bromine, magnesium, and potassium — minerals critical to battery manufacturing, pharmaceuticals, and industrial chemistry. Idaho National Laboratory's ZLD technology simultaneously eliminates liquid waste disposal AND recovers these minerals as dry mineral solids with market value. The DATA Terminal is the first platform to calculate this revenue potential for Sonatrach's specific brine chemistry.

◆ BRINE ASSAY RECOMMENDATION — RECOMMENDED NEXT STEP
The mineral revenue figures above are based on published SPE brine chemistry estimates for Algeria basin formations. Before committing to ZLD capital expenditure, DATA recommends commissioning a formal brine assay at Hassi Messaoud and Illizi Basin to confirm actual mineral concentrations. A brine assay costs approximately $15,000–$40,000 and takes 6–8 weeks. It converts the mineral revenue estimate from a benchmark calculation into a field-specific, auditable projection.
